DEFINITION OF PRIMARY HEALTH CARE
- Primary
health care (PHC) is the basic essential health care provided by medical
officers, nurses or medical staffs in clinics in order to prevent
illnesses of the susceptible or high risk people. Based on practical, PHC is scientifically sound and socially
acceptable methods and technology and made universally accessible to
individuals and families in the community by means acceptable to them.
- It is the first level of contact of individuals, the family and the community with the national health system, bringing health care as close as possible to where people live and work and constitute the first element of a continuing health care process.
HISTORY OF PRIMARY HEALTH CARE DEVELOPMENT
Primary Health Care was first introduced globally through Alma Atta Conference which was held on 1978. But, the health system in Malaysia was already practicing the basic principles of Primary Health Care before 1978 without naming it as ‘Primary Health Care’.
In Malaysia, the Health planning is an integral component of every Five year development plans. Ministry of Health emphasizes Primary Health Care on the previous 5 year plans, the 8th Malaysia plan 2001-2005. During 2nd and 3rd Malaysia (1971-1980) plan, Primary Health Care system was transformed from ‘three tier to two tier system’. Three tier systems consist of Pusat Kesihatan Besar (PKB), Pusat Kesihatan Kecil (PKK) and there is small mid wives branches around PKK, known as Rumah Bidan Kecil. Two tier systems are the referral between Klinik Kesihatan (KK) and Klinik Desa (KD).
We are very lucky that Mr.Chong ,Health Care Officer of DHO Kuala Muda,Sungai Petani provide us with the organisation chart of Health Care System in Malaysia.However, we translated it to English version by ourselve.
